The referenced integrated version of the ETSI TS 102 822-3-1 standard was approved in 2012. Superseded by V.1.8.1.
3. Justification for the specific reference:
Existing and mature AV content metadata standards defined in ETSI TS 102 822-3-1 shall be adopted or integrated to avoid reinvention of new metadata standards.

The standard addresses more specifically Phase 1 metadata features of the TV-Anytime specification as identified in TS 102 822-1, which is used by many manufacturers, service providers and content providers for the implementation of the TV-Anytime specifications.

The referenced standard has completed the rigorous and comprehensive review and approval process of the ETSI. The first version of ETSI TS 102 822-3-1 standard (V1.1.1) was approved and published in Oct. 2003. The second version of ETSI TS 102 822-3-1 standard (V1.2.1) was approved and published in Sep. 2004. The third version of ETSI TS 102 822-3-1 standard (V1.3.1) was approved and published in Jan. 2006. The forth version of ETSI TS 102 822-3-1 standard (V1.4.1) was approved and published in Nov. 2007. The fifth version of ETSI TS 102 822-3-1 standard (V1.5.1) was approved and published in May 2009. The sixth version of ETSI TS 102 822-3-1 standard (V1.6.1) was approved and published in July 2010. The seventh version of ETSI TS 102 822-3-1 standard (V1.7.1) was approved and published in Nov. 2011.This version (V1.8.1) including the referenced text was approved and published in Dec. 2012.
